The Temporary Certified and Insured Prescribed Burn Manager Self-Insurance Pool, or the Texas Prescribed Burn Manager Insurance Program, is a new program created in response to HB 2563 (89th Texas Legislature), which establishes a temporary self‑insurance pool to help provide liability coverage to eligible Certified and Insured Prescribed Burn Managers operating in Texas.

Texas A&M Forest Service is responsible for creating, administering, and overseeing the pool.

The Texas Legislature established the temporary self‑insurance pool to ensure access to liability coverage for Certified and Insured Prescribed Burn Managers when commercial insurance options have become limited or unavailable.

Participation will be limited to individuals who meet the statutory requirements for Certified and Insured Prescribed Burn Manager status in Texas as outlined in Section 153.048 of the Natural Resources Code.

The program is in development, and operational details are still being finalized. This landing page exists to help provide updates as more information becomes available. We anticipate opening the program and accepting applications on September 1, 2026, pending completion of required administrative processes.

HB 2563 authorizes the creation of a liability coverage mechanism for prescribed burn managers. Specific coverage limits, terms, and exclusions will be published after program design, actuarial review, and administrative rules are finalized.

Program fees, premium rates, and payment processes are not yet finalized. Costs will be shared once actuarial analysis and program guidelines are completed.

An enrollment process will be published when the program is ready to accept participants. This will include an online application, submission of required documentation, and payment of any required fees.
